Summary of Significant Changes

 

As the Rules Committee continues to finalize the first version of the 2019-2020 USA Climbing Rulebook for September 1, we felt it was necessary to alert members of two significant changes as they will have an effect on local participation leading into the Bouldering Youth Regional Championships. 

1. The requirements for Youth Regionals eligibility have changed such that a competitor must rank in the top sixteen (16) in at least one (1) USAC Youth Local competition, where any extra quota competitors (competitors with a bye to Youth Regionals, Divisionals or Nationals, or non-U.S. citizen competitors) shall not be included in the top sixteen (16).  In addition, a competitor is no longer required to participate/compete in two USAC Youth Local competitions in order to be eligible for Youth Regionals.

2. Evaluating the growth and participation of competitors within the State of Alaska not only locally but also at the Regional and Divisional levels, we felt it was time to closer align Alaskan residents with the participation/qualification requirements other competitors within the Continental US adhere to.  Moving forward, Alaska residents will no longer receive a bye to Divisionals but their bye to Regionals will remain.

3. To continue fostering the growth of participation in USA Climbing within the State of Hawaii, Hawaii residents will continue to have a bye to Divisionals.



USA Climbing has added a number of membership categories—and in some cases raised membership prices—for the 2019-2020 climbing season.  These changes will affect all USA Climbing stakeholder groups in addition to some of our organizational processes and procedures.

The primary reason for this change is that the U.S. Center for SafeSport and the United States Olympic & Paralympic Committee have instituted changes for National Governing Bodies, like USA Climbing.  These changes have required USA Climbing to provide SafeSport training and background screening to additional membership categories and stakeholder groups within the organization in an effort to ensure we are holding athlete safety to the highest of standards and priorities.  Secondly, USA Climbing would like to begin giving to other organizations within the climbing industry as a way to have a broader impact.  As a start, USA Climbing will give $5 for every Competitor and Collegiate Membership to the Access Fund, whose mission is to keep climbing areas open and conserve the climbing environment.  To help mitigate these price increases, we will be adding additional benefits to membership categories to further increase their value and add reasons for individuals to maintain their memberships outside of just a competition requirement.

Another new change for the 2019-2020 climbing season is the introduction of a new membership platform.  Since the beginning of USA Climbing, we have had the same membership platform and have long outgrown its capability.  This new platform, Sport:80, will give USA Climbing and its stakeholders more connectivity, efficiency and reliability among a host of other positive additions to the organization as a whole.  More information about this new system will be available in the coming weeks prior to the start of the new climbing season.

Below we have listed all membership additions and pricing changes as well as information related to the reasons for any additions/changes in “blue.”

Membership Additions and Price Changes 

Reasons for membership fee increases:

  • Rise in cost for background screens and the Center for SafeSport directive requiring new categories of membership
  • Further requirement of SafeSport training and background screening within additional membership categories and stakeholder groups
  • Beginning in 2019-2020, USA Climbing will give $5 for every Competitor and Collegiate Membership to the Access Fund, whose mission is to keep climbing areas open and conserve the climbing environment.
  • Members may register for membership in more than one category, subject to eligibility, and in some cases may be required to register in more than one category. For example, if eligible for each:
  • Competitor and Coach;
  • Coach and Routesetter;
  • Competitor (youth or adult) and Collegiate;
  • Regional Coordinator and Volunteer (Covered) such as a Isolation Coordinator;
  • Regional Coordinator and Coach (Level 1 or Level 2).

Through the use of our new membership platform, Sport:80, a member may add on any number of memberships to their profile, if necessary, per their involvement within USA Climbing. For members registering across multiple membership categories that have fees associated with them, a 20% discount will be applied to highest priced membership (i.e. a Coach Member who is also registering as a Competitor will receive a 20% discount toward their Competitor Membership add on. A Volunteer (Non-Covered) Member who is also registering as a Coach Member will NOT receive a discount toward their Coach Membership). Members will need to reach out to Sharlee Holland, (sharlee@usaclimbing.org) to request a discount prior to registering for their additional membership.

    Introductory Membership - $30

    New for 2019-2020: fees paid for the Introductory Membership may be applied toward a Competitor, Collegiate or Paraclimbing Membership should the member choose to upgrade at a later date.This membership includes and requires SafeSport training for athletes who are 18 years of age or older (or, subject to parental consent, are turning 18 in the applicable competition season).

    Athlete Memberships

    • Competitor Membership- $105
    • Collegiate Membership-$65
    • Paraclimbing (formerly Adaptive) Membership- $45

    These memberships include and require SafeSport training for athletes who are 18 years of age or older (or, subject to parental consent, are turning 18 in the applicable competition season).

    This
     level of membership includes and requires SafeSport training and background screen.

    Supporter Membership - $35

    USAC Staff Membership - $0


    This
     level of membership includes and requires SafeSport training and background screen.

    Routesetter Membership - $70

     

    Level 1 Routesetter Membership: This level of membership includes and requires SafeSport training.

    Level 2 Routesetter Membership: This level of membership includes and requires SafeSport training.

    Level 3+ Routesetter Membership: This level of membership includes and requires SafeSport training and background screen.

    To maintain certification as a routesetter with USA Climbing and be listed on the ‘Certified Routesetter List’ online, a routesetter must have the following:

    • Current USAC Routesetter Membership
    • Current SafeSport training
    • Successful completion of a background screening (Level 3+ unless otherwise specified below)

    Staying consistent with this past season but providing a more automated and accurate process though our new membership platform Sport:80, any routesetter assigned to work as the Chief Routesetter of a Championship level competition, or who is contracted and paid directly by USA Climbing otherwise in the 2019-2020 season (for example as an Assistant/Apprentice at National events or as a Routesetting Instructor), will need to be SafeSport trained and successfully complete a background screening.

    Level 1 and 2 certified routesetters will still need to be SafeSport trained to maintain their certification.   Level 2 certified routesetters, contracted (whether by USAC or a host facility directly) to Chief Routesetter at a Collegiate Regional, will also need to successfully complete a background screen. 

    Coach Memberships shall consist of 2 types:

     

    Level 1 Coach Membership - $40

    This type involves no entry into competition isolation areas (“ISO Privilege”) and no ability to file appeals. This level is a minimum requirement for coaching at USA Climbing sanctioned events. First Aid/CPR certification is not required. Membership includes and requires SafeSport training and background screen.

    Fees paid for the Level 1 Coach Membership may be applied toward a Level 2 Coach Membership should the member choose to upgrade at a later date.

    Level 2 Coach Membership - $90

    This type includes ISO Privilege and the ability to file appeals.First Aid/CPR certification is required. Membership includes and requires SafeSport training and background screen.

    Beginning this season, all coaches affiliated with a USA Climbing sanctioned team must be SafeSport trained and have successfully completed a background screen.  The Level 2 Coach Membership is the same as a Coach Membership was in previous seasons.  The Level 1 Coach has been added as a way for teams to ensure all coach affiliates are SafeSport trained and have a successfully completed background screen without incurring the higher cost associated with the Level 2 Membership.  As described below, USA Climbing Teams will be required to attest that all coaches on their staff have either a Level 1 or 2 Coach Membership, except for a coach who is a minor.  Each Team Membership must have at least one Active Level 2 Coach Member.

    We are also making an effort to reduce the rigidity of the certification deadline as a result of our new membership platform, Sport:80.  A coach’s membership must be of the appropriate level and in an “active” not “pending” state prior to entry into isolation (Level 2) or being allowed on the competition floor (Level 1 or 2).  A coach’s membership, Level 1 or Level 2, may only remain in “pending” status for up to 45 days, after which the delinquent coach membership will be removed from the individual’s account.  This will give the coach latitude in becoming a coach closer in time to a competition and more importantly between championship competitions (i.e. Regionals to Divisionals to Nationals). While this approach will be to relax the certification deadline, it is worth noting that SafeSport training takes 90 minutes and a background screen can take up to 10 days to clear, both of which will be required to move a coach’s membership from “pending” to “active” status.

    Certified Judge Membership- $0


    Membership includes and requires SafeSport training and background screen.  This membership is for Certified Chief Judges and Certified Route Judges.

    Volunteer Membership- $0


    Covered:
     Board Members, Members of Designated Committees (NGC, Audit, Judicial, Hearing Panel Pool and Team Selection), Isolation and Volunteer Coordinators, and Event Organizers.

    Membership includes and requires SafeSport training and background screen.

    Non-Covered: Non-Certified Judges, Scorekeepers, Runners, Belayers, Members of Other Committees, Working Groups, and Task Forces.

    This membership is for any other volunteer at a sanctioned USA Climbing competition that does not fall under “Covered”.

    Team Membership - $0


    Team memberships are for coaches to create and manage their official rosters.

    All teams participating at USA Climbing sanctioned competitions (including local competitions) will be required to have a Team Membership.  The Team Membership will allow coaches to add team members to their official rosters and manage them on a continual basis, allowing for a more accurate reflection of a team’s official roster throughout the season.  Additionally, USA Climbing Teams will be required to attest that all coaches on their staff have either a Level 1 or 2 Coach Membership, unless a coach is a minor.  Each Team Membership must have at least one Level 2 Coach Member and a Team Membership will remain in a “pending” status until this dependency is fulfilled.  A Team Membership may only remain in “pending” status for up to 45 days, after which time it will be removed from the system.

    Gym Membership - $250


    Gym memberships are required for gyms to host sanctioned events. Membership includes host gym sanctioning fee, recognition on the USA Climbing website as a USA Climbing Certified Gym, one complimentary Level 2 Coach Membership for a coach member who meets the eligibility requirements and is affiliated with a registered eligible Team, one host packet with awards for each competition, mini-banners from USA Climbing sponsors, publicity for the events posted on the USA Climbing website, assistance from USA Climbing staff and Regional Coordinators as needed leading up to the events, and access to the USA Climbing online live scoring platform.



    Event Registration Fees


    Beginning in the 2019-2020 season an effort was made to align our National Championship event registration fees (see below).   All Regional and Divisional Championship registration fees will remain the same as last season for both Youth and Collegiate competitors.

    • Combined Invitational - $200
    • Bouldering Open Nationals - $200
    • Bouldering Youth Nationals - $200
    • Sport & Speed Open Nationals - $200
      • Extra Discipline - $75 (i.e. if a competitor competes in both disciplines it will cost $275)
    • Paraclimbing Nationals - $100 (a staged alignment of registration fee will be incorporated in following years)
    • Collegiate Nationals - $200 (no extra discipline fee will be assigned)
    • Sport & Speed Youth Nationals - $200
      • Extra Discipline - $75 (i.e. if a competitor competes in both disciplines it will cost $275)
